The Virginia Star Quality Initiative looks at the quality ofclassrooms across several levels.  Itthen awards early childhood programs a star rating on a scale of one of fivestars.  The star rating system beginswith one star, which indicates that the program is meeting all of the state’sbasic requirements.  The star ratingsthen increase with the quality of the early childhood program, with five starsbeing the highest rating.  It was createdto provide a consistent way to distinguish the level of quality in earlyeducation programs, allowing parents to make more informed choices.
